Project Profile: National Hansen's Disease Organization

MAI conducted a Standard OMB Circular A-76 competition of the Health and Human Services (HHS) Health Resources and Services Administration’s (HRSA) National Hansen’s Disease Program (NHDP), based in Baton Rouge, Louisiana. NHDP is primarily responsible for inpatient and outpatient care and treatment of Hansen’s Disease (leprosy). The functions studied included motor vehicle operations/transportation services, logistics/supply services, biomedical engineering and management, diagnostic and long-term medical care, biological research, lab animal care and breeding, dentistry, occupational and physical therapy services, and specialized orthopedic casting. MAI analyzed the current operations for the NHDP and developed a Most Efficient Organization (MEO) as part of the larger Agency Tender. The MEO included process and staffing changes that helped NHDP be competitive against the private sector and ultimately win the competition.

Under a separate follow-on contract, MAI was selected to serve as the Agency’s Quality Assurance Evaluator for the NHDP operations. Semi-annually since 2005, MAI has produced documentation on the work performed, MEO staffing counts, costs of operations, and performance measures met by the in-house workforce.
