Madison County (MS) Board of Supervisors - MAI performed an efficiency review of the Road Department, to include the development of a Statement of Work (tasks, workload, and performance standards) and a Most Efficient Organization (structure, staffing, processes, and procedures). MAI reviewed current Road Department business practices/processes, staffing (grades/duties), facilities, organizational structure (including management and communications), equipment replacement schedules, and performance standards/levels of service.

Knox County (TN) County Commission - As a sub-contractor to Maximus, MAI performed a Performance Review of Engineering/Public Works (E/PW) and Parks and Recreation (PR). This study included analysis of service levels, organizational structure, staffing levels, operating practices and management in each operating department. The focus of the study was to determine if Knox County E/PW and PR groups were using their resources efficiently and effectively, were operating at peak efficiency, and were effectively staffed and managed. MAI also determined whether savings could be found through changes in operations.

St. Mary's County Public Schools, St. Mary's County, MD - MAI performed an efficiency review of the 130+ FTE Maintenance and Operations Department responsible for the upkeep and cleanliness of over 24 schools. MAI evaluated the effectiveness of the Department, its organizational structure and staffing, and the work management program and work processes being utilized. MAI made recommendations for increased efficiency and effectiveness through enhancements to the existing maintenance management and planning processes. A best practices analysis of “lease vs. own” school bus operations was conducted of similar school systems in the area.

Sonoma County (CA) Agricultural Preservation and Open Spaces District - MAI conducted a management study of the County's agency for the procurement of land and development rights. MAI audited the District's fulfillment of the original intent of the program through an analysis of their management and staffing practices, with special focus on its stewardship and land management mandate. The study included a thorough review of the processes in place to acquire fee lands or development rights, to develop master land management plans in step with the County's general plan, and to meet its goals to protect and preserve the County's natural resources. Property Management Division, Department of Management and Budget, State of Michigan, Lansing, MI - MAI conducted a maintenance organization analysis and re-design project covering the maintenance workforce assigned to two large State-owned office complexes in downtown Detroit, MI. The MAI team analyzed the workflow, work load, and work management systems then in place. The study resulted in a new proposed organization and staffing paradigm and detailed recommendations for improvements to the maintenance management methods, procedures, and information flow.

Department of Elementary and Secondary Education, State of Missouri, Jefferson City, MO - MAI teamed with the accounting firm of McBride-Lock to perform an organizational and procedural study of the State-level management of Federal and State education-related grants. During this process and organizational re-engineering study, MAI reviewed and evaluated the current processes and manpower efforts for efficiency and effectiveness. We developed a new organization that consolidated and streamlined fiscal management activities, and developed a four-year, phased implementation plan.

Boston Light Rail Advocacy Group - MAI was retained to review the MBTA Arborway Green Line Restoration Project, Service Reliability and Neighborhood Impacts from an independent perspective in order to provide recommendations and points relative to the validity of the documents. MAI’s independent review looked at the documents for consistency and completeness in the presentation. We found instances where numbers and factors were presented without a basis for the numbers, and although many references were cited, MAI found the reports were inconclusive from an auditor perspective. MAI concluded there were a number of issues and inconsistencies that should be clarified before a final decision to approve or reject the proposed Arborway Streetcar Restoration project was reached. United Water of New Jersey, Hoboken, NJ - MAI’s wholly-owned subsidiary, Vista Consulting Group of McLean, VA, with assistance from MAI, was selected to conduct this comprehensive management audit of United Water New Jersey (UWNJ). The report consisted of the findings and recommendations on the seven major areas and nearly 50 sub-areas of investigation, and an assessment of UWNJ’s efforts to minimize large-scale disruptions of service. This audit was mandated by the New Jersey Board of Public Utilities, which is a public body that regulates rates and tariffs for regulated utilities within the State of New Jersey.

City of Boynton Beach, FL - MAI’s wholly-owned subsidiary, Vista Consulting Group of McLean, VA, with assistance from MAI, was selected to perform an analysis of the City of Boynton Beach’s Information Technology Services (ITS). The report addressed the ITS challenges facing the City as it prepared to transition to meet the technological environment of the twenty-first century. This report highlighted the actions necessary to ensure that the goals and objectives of the transition were accomplished. Briefly, the study team reviewed and made recommendations on 1) Articulation of a vision for the configuration, both hardware and software suite, of the “to be” system, 2) Initiate the building of an ITS Plan, so that the efforts of the city and the new ITS director could be focused on transitioning to meet the needs of the end users, at minimum cost, by the desired completion date, 3) Identification of the right mix of ITS skills necessary to maintain current operations and movement towards the “to be” system, 4) Establishment of a high level ITS functional group so that unity of direction could be achieved, to ensure that all aspects of the end user requirements would be addressed in the transition and that overall costs (procurement, operations, and personnel) would be the minimum necessary to achieve the goal, 5) Based upon the ITS vision, the establishment of the high level ITS group, and commencing the ITS Plan minimize current expenditures for both hardware and software for the current system, 6) Consideration of document imaging technology as a potential solution to the difficulties that will be experienced due to the document clean-up required by the sick building project.
