Agency Cost Estimate
The Agency Cost Estimate (ACE) is the Agency’s cost proposal to perform the work identified in the Performance Work Statement (PWS), and is developed for both Streamlined and Standard Competitions. The ACE is developed in accordance with OMB Circular A-76, and is created using the mandated COMPARE software.
MAI is able to provide support in all areas of ACE development including:
- Personnel Costs. Compute direct labor costs using the staffing requirements developed and approved in the Agency Tender.
- Material and Supply Costs. Calculate the costs for materials and supplies used solely by the function under study and not identified as Government-furnished.
- Other Specifically Attributable Costs. Identify and calculate costs for categories such as capital equipment and facilities, minor items, rentals, travel, subcontractors, utilities, and liability and casualty insurance.
- Additional Costs. Calculate costs for any unusual expenses incurred by the study area that cannot be appropriately classified elsewhere; for example, the cost of medical examinations for civil service employees.
- Streamlined or Standard Competition Forms. Complete the Agency Tender Team’s portion of the Streamlined or Standard Competition Form with supporting documentation to identify each cost and calculation, and the rationale for their inclusion.
- Cost Comparison. Conduct the cost comparison using COMPARE at the completion of the study or competition. Generate the completed cost comparison forms for all signatories.
