Agency Tender

The Agency Tender is the Agency’s response to the requirements in the solicitation or PWS for all Standard and some Streamlined A-76 Competitions. The Agency Tender typically includes the Agency’s Most Efficient Organization (MEO), Agency Cost Estimate (ACE), Quality Control Plan, and Phase-in Plan.

MAI is able to provide support in all areas of Agency Tender development including:

  • Organizational Analysis. Review and analyze the existing operations for the development of the MEO. Determine the most appropriate staffing and organizational structure to perform the required services. Identify potential improvements to procedures and their impact on output quality and resource requirements.
  • Phase-in Plan. Determine the best schedule and process to transition the current organization to the MEO.
  • Quality Control Plan. Identify internal quality monitoring activities and processes for the MEO staff.
  • Position Descriptions. Draft new or revised position descriptions for HR classification.
  • Solicitation Response. Develop documents in accordance with the requirements of the solicitation and Request for Proposal (RFP).
