High Performance Organizations

Government organizations that demonstrate the highest levels of innovation, quality, and efficiency are recognized by the Office of Management and Budget (OMB) and federal agencies as High Performance Organizations (HPO). The highly-sought after HPO designation is awarded to only a handful of organizations, and reflects true excellence in Government service.

MAI helps organizations achieve HPO status through assessing customer needs, analyzing and reengineering business processes, and providing implementation support. We also assist with the development of HPO proposals and documentation, to include the Performance Work Statement, Quality Control Plan, and HPO Cost Estimate.

MAI supported the development of the aircraft maintenance HPO at the 412th Maintenance Group, Edwards Air Force Base, CA. This HPO transformed more than 900 military positions into 453 civilian positions, while modernizing work processes and improving quality. The HPO is now fully operational, and an Air Force audit in April 2007 demonstrated that it is meeting its organizational goals.

MAI also supported the United States Forest Service (USFS) in the development of a proposal for OMB to designate the Geospatial Service and Technology Center (GSTC) as an HPO. The proposal identified past, present, and future savings associated with the implementation of various initiatives, and evaluated the cost effectiveness of conducting a Competitive Sourcing study of the organization’s 69 FTE. MAI also performed market research to analyze GSTC’s competitiveness with private sector providers of geospatial data services. As part of the HPO proposal, MAI developed and delivered a Quality Assurance Surveillance Plan (QASP) and Implementation Plan.
