In the course of providing services to their citizens, Government agencies perform many services which are commercial in nature, such as facilities maintenance, custodial services, information technology, and various administrative services. Agencies must decide whether it is more beneficial to perform these services with in-house employees or by contract. Many state and local governments use a structured methodology, comparing the costs of in-house and contract services, to make this decision. This process is called managed competition (at the Federal level, it is known as competitive sourcing).
