Streamlined Competition
A Streamlined Competition is a simplified cost competition process that compares the Agency’s cost against the Private Sector (contractor) Cost Estimate. Streamlined Competitions are completed within 90 calendar days, or 135 with a waiver, and are only for studies of 65 or fewer FTE. An Agency can choose to develop a Most Efficient Organization (MEO) as part of a Streamlined Competition, or compete the current or “as-is” organization. The Private Sector Cost Estimate is not a formal bid from a contractor, but rather an estimate of the anticipated cost. A Streamlined Competition decision will result in either the implementation of the MEO or the Agency’s as-is organization, or the development of a formal solicitation for the private sector.
Standard Competition
A Standard Competition results in a formal cost competition between the Government and the Private Sector. The Standard Competition is completed within 12 months, or 18 with a waiver, and is required for studies of greater than 65 FTE. Agencies can also choose to conduct a Standard Competition for groups less than 65 FTE. As part of the Standard Competition, the government develops an Agency Tender including all documentation required by the solicitation and Performance Work Statement (PWS). The outcome for a Standard Competition will be the implementation of the organization’s Most Efficient Organization (MEO) or transition to a private sector provider.
